Monmouth - Barbara was born to Marvin and Thyra Heineman in Compton California and graduated from Boulder City Nevada High School. She married Donald Baxter and settled in Independence Oregon and later moved to Monmouth.

She was a very hard worker and had a wide variety of experiences over her 76 years. Everything from attending in helicopter tours over the Grand Canyon to Retiring in 1994 from Western Oregon University where she was the Alumni Association Director. She worked for the college since 1966. After retirement she served as a Monmouth City Council Person until her health declined.

Barbara enjoyed reading, playing games, bowling and eating at Taco Bell. Barbara was a strong, active woman who remained independent for most of her life. One of her fondest memories was when she coached girls' softball. She had a love for the ocean and many wonderful memories were made on the Oregon Coast for her family to treasure.

She is survived by her Husband of 52 years, Donald, Monmouth, OR and by her daughters Kathryn (Bruce) Stuwe Monmouth OR, Nancy (David) Fitts Hatton WA, Dawn Wright (Jim Murdock) N. Augusta, SC and son Steven (Khris) Baxter United States Army. She is also survived by her sisters Marion Ames Clio MI, Joan Chabra, Mantua OH, Sandi Noltenmeier Olympia WA and her brothers David Heineman, Albany OR and Fred Heineman, Tigard OR. She had 12 grandchildren and 13 great-grandchildren.
